Cell regression upgraded: policy pass-through + auto-selected lag; CATL 314Ah list prints added
The GFY LFP cell index now regresses the policy-deflated cell price on lagged Li₂CO₃ + copper, choosing the lag (45/60/75/90 d) with the best fit (currently 45 d, R² 0.9945), then re-applies announced levies (China 2% consumption tax from 1 Sep 2026, export VAT rebate phase-out) via their export pass-through. CATL's public 314Ah list price (¥0.32/Wh Jan → ¥0.423 Aug → ¥0.415 Sep 2026) is tracked as a spot/list rung above the auction and framework prices. Explore every driver in the Price Drivers Lab.

Rolled back to the $47/kWh auction anchor & EXW container basis
The JMK Research / IEEFA (Aug-26) re-anchoring has been removed. The GFY cell index is again calibrated to the single China 7 GWh government auction discovered price ($47/kWh, EXW) and the container index to the pre-update CNESA/BNEF 5 MWh-class DC container EXW history (~$67/kWh). The rescaled cell, container, 3Y history and reshaped lithium points were re-seeded from the original model; India duties are again applied on the EXW price.
GFY LFP cell index — lithium → $/kWh pass-through+7.4% vs 7 GWh anchor @ 100 MWh
Policy-adjusted OLS: cell $/kWh deflated by announced levies, regressed on 45-day lagged Li₂CO₃ (USD/MT) + LME copper (lag auto-selected), then re-inflated by today's policy pass-through ×1.054. R² = 0.973 over 157 observations.

Price Drivers Lab — what actually moves the 314Ah cell price
The same 314Ah cell trades at very different prices depending on volume, contract structure, delivery timing and who is buying. The GFY index is now Cell $/kWh = (a + b·Li₂CO₃[t−45 d] + c·Cu + d·Output) × (1 + Σ policy pass-through) — lag auto-selected from 45/60/75/90 days by best fit (R² 0.973, adj. R² 0.9725, n 157); today's policy multiplier ×1.054.
Monthly China battery output improves the fit and is in the equation.

Policy lever tracker — announced & anticipated levies (toggle to see the price impact)
China consumption tax on lithium-ion batteries
Charged at the factory gate on domestic sales. Direct exports exempt; batteries exported inside an ESS/EV get the tax refunded to the exporter (not the cell maker).
Announcement No. 20 of 2026 — first battery consumption tax in 11 years. EVE, Lishen and CATL passed it into August list prices. Sodium-ion, solid-state and fuel cells exempt to 31 Dec 2028 (semi-solid does not qualify). source
levy active on 2026-10-28: 2%
price impact: 0.50%
China export VAT rebate phase-out (batteries)
Exporters lose the refund of input VAT — the lost points are re-quoted into EXW export prices over 1–2 quarters.
Beijing is unwinding export rebates to curb overcapacity; batteries and PV follow the same path. Largest single policy lift to India-bound EXW quotes in 2027. source
levy active on 2026-10-28: 7%
price impact: 4.90%
China export controls — LFP cathode / lithium processing tech & high-density cells
Licensing friction rather than a levy. 314Ah LFP (<300 Wh/kg) sits outside the cell scope; cathode/process-tech transfers need MOFCOM licences.
Jul-2025 controls on LFP cathode & lithium-processing technology; Oct-2025 controls on ≥300 Wh/kg cells and anode/cathode materials (suspended Nov-2025 for one year under the US–China truce). Watch for renewal in Nov-2026. source
US Section 301 tariff on Chinese non-EV lithium-ion batteries
US importers. Indirect for India: diverted Chinese ESS volume looks for other markets — a small downward pull on EXW quotes to India/Middle East.
Announced May-2024 (USTR four-year review). Stacks on IEEPA/reciprocal tariffs; makes India one of the most attractive open markets for Chinese LFP. source
India BCD on lithium-ion cells (+ SWS)
Indian importer at customs, on the CIF value.
Budget 2024-25 kept cells at 5% to support domestic pack/container assembly. 18% GST applies on top (creditable input). source
applied on India landed: 5.5% on the EXW cell price
India BCD on assembled BESS containers (+ SWS)
Indian importer at customs.
The 5% vs 20% gap is the arbitrage that drives cell import + domestic container integration. source
applied on India landed: 22% on the EXW cell price
India GST on cells & containers
Buyer — creditable input tax for most developers / EPCs; a cash-flow cost, not a P&L cost.
Shown for the fully-inclusive landed figure. source
applied on India landed: 18% on the EXW cell price
India ALMM List-III for BESS cells / localisation mandate
Developers in government-backed tenders — domestic cells carry a premium until PLI-ACC giga-factories scale.
MNRE has signalled an ALMM list for storage; when notified it lifts the domestic price floor and shrinks the import channel for VGF / PSU projects. Tracked here as anticipated. source
India anti-dumping on Chinese lithium-ion cells (DGTR)
Would hit the Indian importer on top of BCD if ever imposed.
No DGTR investigation notified for Li-ion cells as of Sep 2026 — India protects via BCD + ALMM rather than AD duty. Domestic cell makers (PLI-ACC) could petition once capacity is online; tracked as a watch item. source
EU Battery Regulation — carbon footprint & due-diligence
Exporters to the EU (compliance cost, battery passport 2027). No levy, but a non-tariff barrier that redirects Chinese volume.
Carbon-footprint declaration for industrial batteries phased from 2026-27, performance classes and thresholds to follow. source

India DCR TOPCon (₹24.5) vs China EXW — the DCR premium
India–China module gap (academic view): Chinese TOPCon EXW is the global floor price. To land it in India add 40% BCD (modules, Apr-2022), 18.7% anti-dumping duty on Chinese TOPCon/HJT (Apr-2026) and freight — and even then, non-ALMM modules are locked out of government/open-access projects. ALMM List-I (2021) gates modules; ALMM List-II (effective Jun-2026) gates the cells inside them. That regulatory stack, not manufacturing cost, is most of the India–China price gap.

Pulling prices UP
Indian ALMM-BESS localisation & duty protection — BCD + SWS and domestic-content rules lift landed and domestic prices
Lithium supply curtailments (China lepidolite / Africa permitting) — Marginal-cost producers shutting in supports Li₂CO₃
Copper demand from grids, EVs & datacentres — Structural copper deficit pressures cables & transformers
Grid-scale storage demand outgrowing cell capacity additions — Order books at top-tier LFP makers stretching lead times
Pulling prices DOWN
China cell manufacturing overcapacity — Utilisation below 60% keeps EXW cell pricing competitive
Government auction anchoring (discovered sovereign-tender price) — Sovereign tenders reset market expectations downwards
Sodium-ion & LMFP substitution at the margin — Alternative chemistries cap LFP pricing power
Freight & logistics normalisation — Container rates easing reduces CIF premiums
OLS linear trend fitted on the daily history, tilted by a macro/micro adjustment (supply-demand, duties, auction anchoring, substitution) compounding monthly; 95% band widens with the square root of the horizon.

Talk to GrowthifyeMOOWR & the customs-duty deferment question
The Manufacturing & Other Operations in Warehouse Regulations (MOOWR, 2019) allowed import duty deferment on capital goods and inputs brought into a bonded warehouse — widely used by solar and BESS developers to defer basic customs duty on imported cells, modules and containers. Following findings of abuse — units availing deferment on goods that were effectively deployed for power generation rather than manufacturing — the Finance Act amendments and subsequent CBIC positions excluded power-generation use-cases, and MOOWR is no longer considered a route for postponement of customs duty on BESS/solar generation assets. Practical implication: landed-cost models for imported LFP containers must carry full BCD + cess on arrival; duty deferment should not be assumed in bids.
