ALMM Expansion and Domestic Manufacturing Consolidation
MNRE's ALMM List-I saw a major update, adding 35 manufacturers and 66,308 MW in Revision 51, pushing total listed module capacity to 228 GW [9,10]. Atal Solar separately secured ALMM approval for 1.44 GW [11]. This rapid listing growth coincides with strategic consolidation: Vikram Solar signed a 1 GW domestic solar cell supply agreement with Avaada Electro, reinforcing cell-level backward integration ahead of policy mandates [12,15]. However, a pv magazine analysis cautions that India faces module overcapacity alongside an underdeveloped upstream (polysilicon, wafer, ingot) base, a structural gap that ALMM listings alone won't fix [13]. Yet Saur Energy reports that India's broader BESS pipeline faces headwinds as battery prices rise, a trend that could compress returns on storage-attached tenders like Ahmedabad's [5,1]. Regulatory and Grid Risk in Focus
Beyond generation and manufacturing, two items highlight execution risk. APTEL upheld SUCRL's liability for transmission charges tied to solar project delays, reinforcing that developers and transmission licensees remain exposed to financial consequences when project timelines slip [18]. Separately, a T&D India piece argues for prioritizing 'grid before generation,' calling for Right-of-Way (RoW) reform to prevent transmission bottlenecks from constraining the fast-growing generation pipeline [24]. Together these underscore that as tender volumes and ALMM-listed capacity expand, the binding constraints are increasingly shifting toward transmission access, land/RoW clearances, and contractual risk allocation — areas that could determine which projects reach commissioning on schedule, similar to ACME's Rajasthan asset [19,21,23].
So what: For developers, the tender surge signals opportunity but with tighter storage economics as BESS prices rise; ALMM growth eases module sourcing but upstream gaps and grid/RoW bottlenecks remain key delay risks. DISCOMs and lenders should price in transmission-liability precedents like the SUCRL ruling and treat grid readiness, not just generation capacity, as the critical path for financing decisions.
