Khavda is the world's largest single-site renewable energy park under development, planned for 30 GW of co-located solar, wind and hybrid capacity across roughly 538 sq km of Kutch's salt desert. For Indian developers and lenders it is a live case study in gigawatt-scale land banking, ISTS-linked transmission planning, and round-the-clock (RTC) hybrid design — showing both the opportunity and the execution risk of concentrating national-scale generation in one remote, ecologically sensitive corridor.

Land aggregation is the real bottleneck
Assembling contiguous desert/wasteland at gigawatt scale required years of state-led allocation before EPC could mobilise. Developers should treat land title consolidation and revenue-record cleanup as a critical-path item, not a formality, especially in border and ecologically sensitive zones.

Transmission must be planned ahead of generation
A 30 GW single-site cluster needs pooling substations and dedicated ISTS corridors sized years in advance. Projects of this scale should sequence transmission capex and approvals (CTU/STU coordination) before signing generation EPC contracts to avoid stranded capacity.
