Open access lets a C&I consumer above 100 kW (1 MW earlier) buy renewable power from a generator anywhere in the state or through the ISTS grid. The landed cost is the generator tariff plus transmission, wheeling, cross-subsidy surcharge, additional surcharge, banking charges and losses — every one of which varies by state and by year. We model all of them under the Green Energy Open Access Rules 2022 and the SERC's latest order.
Group-captive structures (≥26% equity, ≥51% consumption) eliminate CSS and AS and usually deliver the lowest landed cost; we structure the SPV, shareholder agreements, consumption tests and exit clauses so the captive status survives an audit.
